On 9/23/04 the IB passed the following resolution about a trial
alternate authorship rule:

The IB requests that the spokes explore and initiate the alternate
authorship rule with a few trial cases, and report back to the IB.
The alternate authorship rule allows authorship after six months
of 100% service work on a pre-agreed project.
