Membership Rules of the Fermilab DØ Group


Any person working on DØ who has a Fermilab appointment or is employed by Fermilab may ask to become a member of the Fermilab DØ group and to be listed on DØ masthead/author lists under Fermilab. Membership will normally be limited to PhD physicists, although exceptions can be made for those who are contributing to DØ at a level and in a way comparable to that of PhD physicists.


    Procedures:

  1. The Fermilab Institutional Board (IB) representatives will maintain Fermilab masthead and author lists. Application to be added to these lists should be made to the IB representatives.

  2. The Fermilab group consists of those people on the Fermilab masthead list.

  3. When an individual asks to be added to the Fermilab masthead list, the IB representatives will describe the experience, qualifications, and anticipated contributions of the individual to the Fermilab group, either via e-mail or in a Fermilab group meeting, and solicit comments. The description will also include a date, proposed by the applicant, for membership to begin. The IB representatives will seek to resolve any requests for clarification or any objections expressed in the comments they receive. If there are no objections or if, after clarification, all objections are withdrawn, the name of the applicant will be added to the Fermilab masthead. Should objections remain, the IB representatives will provide a summary of the objections and any response from the applicant to the full group; the objections will be provided without attribution unless the person(s) making them agree otherwise. If the resultant discussion does not bring about a resolution, the IB representatives will call for a vote of the full group. A simple majority of those voting is needed for the name of the applicant to be added to the Fermilab masthead list. To the extent specified by DØ collaboration procedures, comments from the full DØ IB may be required for "senior" applicants before final acceptance as a member of DØ. Membership will be retroactive to the date approved by the Fermilab group during its consideration of the application.

  4. With the advice of the Institutional Board, visitors to DØ from non-DØ member institutions may be considered for membership in the Fermilab DØ group. Procedure 3) will be followed for such individuals.

  5. To remain on the Fermilab masthead, all members are fully expected to perform the DØ service work that would be required for authorship (even if they do not become authors). In the first two years, new members must contribute a minimum of 12 hours per week (averaged over a one year period) on service tasks (a)-(e) described in "Rules on Authorship of DZero Publications". To remain on the masthead once this requirement has been satisfied, members must contribute a minimum of 12 hours per week (averaged over each year) on service tasks (a)-(g).

  6. The DØ collaboration "Rules on Authorship of DZero Publications" and any supplemental collaboration rules will be used in determining whether the name of an individual should appear on the Fermilab author list. When an individual asks to be added to this list, the Fermilab IB representatives will make a determination of whether the collaboration requirements for authorship are satisfied and inform the applicant of their determination. The applicant shall have the right to appeal the determination of the IB representatives via a vote of the full Fermilab group, in which case the majority vote of those responding will be binding.

  7. The IB representatives will review the Fermilab masthead and author lists at least annually. The form of the review will be determined by the Fermilab IB representatives but will normally include a questionnaire to members regarding contributions to DØ and may involve enquiries to group leaders. The IB representatives are empowered to require a response from Fermilab group members. Based upon their review, the IB representatives will reach a determination of whether any changes should be made to the Fermilab masthead/authorship lists. They will inform any individual whose status is to be changed of their determination. Any such individual shall have the right to appeal the determination of the IB representatives via a vote of the full Fermilab group, in which case the majority vote of those responding will be binding.

  8. The Fermilab IB representatives will provide Fermilab masthead and author lists to the Fermilab group, to the DØ spokespersons, and to the DØ Committee on Authorship twice a year or upon request. We note that DØ collaboration rules may require further review of institutional author lists before they are incorporated in the DØ master authorship list.

  9. The IB representatives will allow a reasonable period for responses on membership issues. The period will be clearly stated in any request and will normally include two weekends.

  10. These rules take effect upon ratification by the current Fermilab group membership. An affirmative vote from two-thirds of those responding is required for ratification. The rules can be amended by submission of amendments to the full Fermilab group membership. An affirmative vote from two-thirds of those responding to the submission is required for ratification of an amendment.
