You can regenerate it by hand - check out the updated smtutil/rcp 
somewhere, do a d0setwa. Then run

MakeL3Calib OfflineFile

to make a new file with the latest smt and cft values. (I certainly hope 
that p16 has the correct CFT map - it all got changed before the p16 
branch, so it definitly should be up to date.)
