    Reads flat file, or eventually the lumi DB, and writes a chunk
    into the event with the luminosity information (average Lumi,
    tick-by-tick lumi, number of vertices, etc.) that is available
    (it varies, depending on the source and who has put things in there).
   -Change p20-br to reflect split of lumi_chunk into lumi_chunk and
    lumi_chunk_evt.  The former now contains only the chunk definition.
    The latter contains the code that makes the LumiInfoChunk and puts
    it into each event, including db/file access, etc.
