   Cleaned up code. Attempt to limit a track to matching a single
   electron hadnt worked, so we are removing the code that attempted
   to do so.

   Switched the meaning and functioning of KINEFROMTRACK and
   REQUIRETRACK Now, if KINEFROMTRACK set, track quantities are used,
   if not set, track quantities are not used regardless of
   REQUIRETRACK. REQUIRETRACK now only specifies if a track is
   necessary and says nothing about whether track pT or phi are used

   Adds track matching to tau tool. For v16 trigger lists only; not
   compatable with v15 lists. On a successful track match, track phi
   is used as the phi of the tau.
