  Includes code and rcps for applying fiber-level amplitude-dependent
    timing cuts on CFT hits (with one rcp switch to control whether or
     not any cuts are applied).
  Code was developed using Z->ee, Z->mumu, and lepton + 4 jets samples.
    Final testing was done using events from both pre- and post-2007
    shutdown data.  These tests confirmed that no changes are seen in
    the output for preshutdown data (before timing was available), and
    that the rcp switch does turn off the cuts.

  Add capability to save photo-electrons rather than ADC counts for each
    CFT Fiber. (Now the default). This is necessary in order to use the
    timing information from AFEII, since the time slewing varies with
    p.e., not ADC.  Also, update MC packing code to write time and ADC
    in the new format derived for AFEII.
