Upgrade of batch queues, new queue names visible at:

Major problems:
The usual tape problems, somewhat alleviated by the disk copies and tuple merging
New pnfs install had wrong networking, some 0 length files resulted, cleanup not complete.
System now dependent on d0mino due to file stores - may cause stores to have to be retried.
