  Attempt to limit a track to matching a single electron hadn't worked,
  so we are removing the code that attempted to do so

  Switched the meaning and functioninf of KINEFROMTRACK and REQUIRETRACK.
  Now, if KINEFROMTRACK set, track quantities are used, if not set,
  track quatities are not used regardless of REQUIRETRACK. REQUIRETRACK
  now only specifies if a track is necessary and says nothing about
  whether track pT or phi are used.
