  Changed the output buffer offset used to grab the L1 decision from
  40 bytes to 56 bytes.  40 bytes = L2 decision, 56 = L1 decision
l2gblmuon                 p20-br-03 <- p20-br-02
  Fixed bug in MuonFilter.cpp.  The code was checking the Toriod pt
  and muon pt (which is either the Toroid pt or the associated track pt,
  depending on how the muon tool is configured), and passed the event
  if either passed the pt cut.  Now the muon filter only checks the
  muon pt.
