  Synchronize with the l2p16.02.00 release that is currently online.

Level 2: buchanan

Purpose:
- muons - new LUT - make (finally) the L2 muon efficiency distribution 
          flat - no asymmetries, plus correction in using scintilator 
          timing information [l2slic_driver]
- global - new track tool variable for STT people - chi2 [l2gbltrack]
- tracking - added yet another, the last one, tracking worker, STT IP 
          [l2trackworker, l2admin]
- also, there is a fix in l2io package for correct limit on max. number of 
          tracks; found by Norm [l2io/l2stt.iogen]
- plus, few fixes in L2 online package to have better diagnostic error 
          messages when something goes wrong with L2MUC/L2MUF [l2vme, 
          l2pci, l2linux]

== Level 3: bellavan
l3ftrigger_base           p16-br-07 "p16-br-05
  Fixed a problem in the TriggerConfiguration component test. It just
  needed updating to deal with a more strict policy in the L3TrigClient
  about how much information must be provided before it can be set into
  a configured state.

  Fixed a mistake in the TriggerConfiguration::StopRun method. The list
  of active bits maintained by each client and used to remove l2 bits
  and their corresponding filter scripts from the L3TriggerList was being
  wiped before being used meaning that references to filter scripts were
  persisting beyond a stop_run and clear_client. A one line fix to read
  the values before they were wiped fixes the problem
