P14 Realignment

Overview
During testing of p14, it was discovered by Higgs group (Avto
Kharchilava, Kazu Hanagaki, Marian Zdrazil, and others) that there was
a curvature dependent phi asymmetry in E/p and Z mass. A B=0 special
run was taken and used by Guennadi Borissov to realign the cft and
smt. This greatly reduced the problem. Previous alignments had used curving
tracks, which are not very sensitive to the type of misalignment that
was present.
