GTR single muon studies

The global tracking group has been asked to demonstrate its capability for reconstructing single muons.

Here is our plan for demonstrating that capability.

Here are our first results (12dec98).

The efficiency is 71% but we are not accounting for multiple scattering. All tracks appear to be misreconstructed because there is a bug shifting the phi residual by pi/2.
