Track finding strategy

Default track finding uses TRF++ road following controlled
by GTR.
Track finding is done with the following steps:

Full CFT r-phi outside to in.

Full CFT z-lambda outside to in.

Overlap (disabled by default)
-
Combine central and overlap CFT.

SMT extension of CFT track.

Forward SMT
-
Gap (this may need to be supplemented)
-
Extend gap tracks to CFT (does not exist)
-
Extend gap and forward to H-disks (does not exist)
-
Refit and filter all found tracks.
Each step has a controlling RCP which define one or more OBS
files which define the track-finding path including all cuts.
