Trigger Log for Low Luminosity (E811) Stores

The first run of the global low luminosity (E811) running was run #95856.
Due to an oversight the high voltage for LEVEL0 counters 1, 2, and 4
on the south side of the detector were not ramped to the proper
voltage for the start of these runs.  The problem was corrected
in the middle of run 95922.  The last lowlum run was run #96087.
